The Board never responded to our attorney's letter but Darr noticed the following in an email our management company sent about the upcoming HOA meeting:
"BYLAWS AMENDMENT - GARAGE STORAGE
It has been brought to our attention by the Association's attorney that it would be beneficial to amend the association bylaws to incorporate the garage storage resolution, thereby making the resolution more enforceable and ensuring that the rules continue and do not deteriorate due to changes in the Board, ownership, or management.
In order to do this, 51% of the membership ... would need to approve the change. There would be legal costs for the Association's attorney to draft the amendment."
Sounds like they need to make the regulations legal before they can enforce them.

Best quote from the dope-smoking heat-packing subject, “I feel like a big girl now,” said Willis...
